Anti-leaflet law faces backlash from within and outside S.Korea (대북전단 금지법이 국내외에서 반발을 일으키다)

The ruling Democratic Party of Korea's (DPK) passage of a bill at the national Assembly prohibiting the sending of leaflets with anti-North Korea messages across the border is facing a strong backlash from defectors' groups and the opposition as well as the international community.  Park Sang-hak, the head of the Fighters for a Free North Korea, a North Korean defectors' group, said Tuesday that he will file a petition with the Constitutional Court against the so-called "anti-leaflet bill," which can hand down a prison term of three years or a maximum fine of 30 million won to people sending messages critical of the North Korean regime via leaflets or broadcasts.     여당인 민주당이 반북 메시지가 담긴 전단지를 보내는 것을 금지시키는 법안을 국회에서 통과시키면서 탈북자들과 야당 및 국제 사회로부터 강한 반발에 직면했다. 탈북자 단체인 자유 북한 운동의 단장인 박상학씨는 지난 화요일, 대법원에 소위 '대북전단 금지법'에 탄원서를 제출할 것이라 말했다. 해당 법안은 북한 정권을 비판하는 메세지나 방송물을 보내는 사람에게 최대 3년의 징역 혹은 3천 만원의 벌금을 부과하는 법이다. 

The DPK pushed ahead with passing the bill despite a protest from the conservative opposition People Power Party late Monday evening. The bill came after a statement from North Korean leader Kim Jong-un's sister Kim Yo-jong in June in which she strongly denounce such leaflets and called on Seoul to do something about them.  주당은 지난 월요일 저녁, 보수 야당인 국민의 힘의 항의에도 불구하고 해당 법안을 통과시켰다. 해당 법안은 북한 지도자인 김정은의 여동생인 김여정이 대북전단을 맹렬히 비난하면서 서울에 무언가 할 것을 촉구한 이후부터 나왔다. 

"The Kim Yo-jong command law is a humiliation and an encroachment on the freedom of expression. We will file a petition with the Constitutional Court when the law takes effect," Park said in a statement.  박씨는 성명을 통해  "김여정이 명령한 법은 치욕이자 표현의 자유를 침해하는 것이다. 우리는 이 법이 발효되는대로 대법원에 탄원서를 제출할 것입니다."라고 말했다. 

The bill also triggering negative reaction from the U.S. Congress, stoking concerns that the legislation could impact relations with the U.S. under the incoming Joe Biden administration. Republican Congressman Chris Smith voiced "serious concern" over South Korea's growing disregard of fundamental civil liberties, in a statement.    해당 법안은 또한 미국 의회에서도 부정적인 반응을 불러일으키며 이 법이 조 바이든 행정부 아래에서 미국 관계에 영향을 미칠 수 있다는 우려를 더 부추겼다. 공화당 하원 의원인 크리스 스미스는 성명을 통해 한국에서 근본적인 시민의 자유를 묵살하는 것에 대해 "심각한 우려"의 목소리를 내기도 했다.

US health workers start getting COVID-19 vaccine (미국 보건 종사자들부터 코로나 백신 접종 시작하다)

The United States kicked off a mass vaccination drive Monday hoping to turn the tide on the world's biggest coronavirus outbreak, as the nation's death toll passed a staggering 300,000.  The start of the desperately awaited vaccine program coincided with several European countries announcing new lockdowns amid spiraling infections, highlighting how the road to ending the global pandemic is still long.    미국은 월요일 사망자 수가 30 만 명을 넘어서면서 세계에서 가장 큰 코로나 바이러스 발생의 흐름을 뒤집기 위해 대량 예방 접종을 시작했다. 필사적으로 기다려온 백신 프로그램의 시작은 여러 유럽 국가들이 감염이 급증하는 가운데 새로운 폐쇄를 발표하면서 동시에 글로벌 유행병을 종식시킬 길이 아직 멀다는 것을 강조했다.

New York nurse Sandra Lindsay became the first person in America to receive the Pfizer-BioNTech shot, live on television, six days after Britain launched the West's vaccine campaign against COVID-19.    뉴욕의 간호사 산드라 린제이가 미국에서 화이자-바이오엔테크 백신을 맞은 최초 접종자가 된 장면이 TV로 방영되었다. 이는 영국이 처음으로 코로나 19 백신 접종을 시작한 지 6일이 지난 후였다. 

"It didn't feel any different from taking any other vaccine," said Lindsay, a critical care nurse at the Long Island Jewish Medical Center, imploring all Americans "to do our part" by getting vaccinated.   롱아일랜드 유대인 메디컬 센터에서 중환자 간호사로 일하고 있는 린제이는 "다른 백신들과 딱히 다른 것을 느끼진 않았어요." 라고 말하며 모든 미국인이 예방 접종을 통해 "우리 역할을 수행"할 것을 간청했다.

The vaccinations come at one of the darkest phases of the pandemic, with cases in the U.S. and many other countries soaring, and health experts still struggling against vaccine skepticism, lockdown fatigue, and uneven adherence to safety rules.    예방 접종은 미국과 다른 여러 국가에서 발생하는 사례가 급증하면서 전염병의 가장 어두운 단계 중 하나에 이르렀고, 보건 전문가들은 여전히 백신 회의론, 봉쇄 피로, 고르지 않은 안전 규칙 준수에 맞서고 있다.
